Why is that? I think Anand Karaj is quite clear that its meant for two people pledging to grow closer to Waheguru/Gurus. Being a Muslim Hindu etc I don't see how you as a couple could proceed on the the journey of Sikhi together.

You are correct. For anand karaj both must be Sikh.

I don’t think this should be a religious issue as both are not strong in their faith. Cultural clash perhaps but I don’t think any religious clash as none of em are practicing Sikh. She is wearing sandoor and he does not mind? 

Inter-religious marriages never work. If one change his/her religion due to relationship, that my friend is pure farce and it does not work.
