You could contact Jagmeet Singh, he's a prison chaplain, sorry not Sikh chaplain. But may have some knowledge.

So he is a prison chaplain, but not a Sikh chaplain.

That would mean he's a non-Sikh chaplain.

So he performs namaaz for Muslim prisoners, last rites for Catholic prisoners?

No idea, I thought he was a Sikh chaplain, but on his fb profile says prison chaplain. I would think he's a representative of his faith/religion.
