What message is Guru Tegh Bahadur Sahib ji giving whether to marry or avoid ?

Simple. It means don't put sex first before Guru or yourself.

Yes. Don't allow your dependency on your sexual urges to affect your decision-making or objective reality. If you don't, you are practically a slave to your desires, a prisoner. Basically, don't think with your organ; use your brain. There's no question of avoiding marriage as far as I can tell.

The message is just to avoid putting your earthly desires above your spiritual path. Same goes for women, however women are less likely to be ruled by kaam than men (having lower sexual drive). But same would apply, that a woman who puts her sexual desires above Waheguru will become subservient to that man (who is using her own desires to rule over her). Same message for men and women. Put your spiritual path first. Don't be a slave to your urges.
