this is a bit late, but if you go to any shop and say "SGPC blueor Akali blue" you will get the color you want

What SGPC and their sevadaars wear is Royal Blue (Bright Blue).

Traditional Khalsa Blue has been Navy Blue (Dark Blue/ਸੁਰਮਈ).

I wonder what the purtan dye was?  Old school colors tend to be things like cobalt, indigo etc.

Because the color of the Akali bana given by Guru Gobind Singh ji is blue. When the SGPC came and removed the Shromani Akali Panth Budhha Dal from the Akal Takhat, it called itself "Akali Dal", and retained elements of the Akali maryada in order to call themselves "Akalis".
