Vaheguru Ji Ka Khalsa Vaheguru Ji Ki Fateh, the answer is yes; however, it's usually considered both Simran and Ardas time, (when you can fully concentrate on Vaheguru, as well as speak to him as that time the doors of Sach Khand are open fully). Amrit Vela is considered to be 3-6 A:M, (accepted; however, many Sikhs consider it 12-6 A:M), what you feel is the proper way will assist you, (there's no rules on what time to do Sukhmani Sahib). Vaheguru Ji Ka Khalsa Vaheguru Ji Ki Fateh!

Arminder Jee Sat Sree Akal,

just one thing, all times are "Dhan", those which are spent in remeberance of Pyare Wahiguru. He is so gracious, that He does not keep time limits on us. 

He is not like the supermaket or any department stores, which have openings and closing times.

Whatever time suits you, do it, do not ever postpone, who knows, when is our last breath.... Maybe, fot getting stuck in such timings attitude, we may never reach our objective.

So let us get out from bhamanvadee and  limited thinking, our Wahiguru is much much greater than all these limitations ...

One more thing, if you do Sukhmani paath, or any other paath, just do not go on the surface, go a bit deeper and try to get the message of what Guru Sahiban wants us to do, as per our salvation, and then apply it in your life. 

For example I can put forward in a couple of lines from it, as per what I have understood, is the summary  from Sukhmani Sahib, the precious Jewel of peace and happiness:

 

ਸਿਮਰਉ ਸਿਮਰਿ ਸਿਮਰਿ ਸੁਖੁ ਪਾਵਉ

सिमरउ सिमरि सिमरि सुखु पावउ

Simra▫o simar simar sukẖ pāva▫o.

Meditate, meditate, meditate in remembrance of Him, and attain bliss.

 

ਸੁਖਮਨੀ ਸੁਖ ਅੰਮ੍ਰਿਤ ਪ੍ਰਭ ਨਾਮੁ

सुखमनी सुख अम्रित प्रभ नामु

Sukẖmanī sukẖ amriṯ parabẖ nām.

Sukhmani: Peace of Mind, the Nectar of the Name of God

 

You see, in this second line, Guru Jee is saying, the Naam of Wahiguru, is the true Sukhmani full of nectar,  which gives us everlasting life, by our union with Him.
